NovArk Power Signs Russia Cooperation Agreement at CIDEE 2026 in Shijiazhuang
Hunan Qianding Electrical Equipment Co., Ltd., which sells to overseas buyers as NovArk Power, has signed a cooperation agreement with the Foreign Economic Committee of the Moscow branch of the Russian Association of Small and Medium Enterprises.
The signing took place at the Eurasian Region International Trade Negotiation Meeting, held during the 2026 China International Digital Economy Expo (CIDEE) in Shijiazhuang. The expo runs from 23 to 25 September at the Shijiazhuang International Convention and Exhibition Center.
What the agreement covers
The two sides will work together on the trade of electrical equipment, market development and project matching. Each contributes its own resources and networks: the committee on the Russian and Eurasian side, and the company on the manufacturing and supply side.
The stated purpose is to develop the Russian and Eurasian markets jointly, and to support Chinese electrical equipment in reaching overseas buyers.
It is worth being precise about what this is. The agreement is a framework for cooperation across those three areas. It is not a supply contract, and it carries no announced order volume, value or delivery schedule. Commercial terms for an individual project are agreed separately, project by project.
A framework agreement of this kind is the start of a process rather than the end of one. In practice it means the two sides have a channel through which requirements travel in both directions: a buyer in Russia or the CIS describes a project, the committee routes it, and the manufacturer responds with a configuration and a quotation for that specific case. The value shows up in the projects that come through that channel.
The negotiation meeting
The Eurasian Region International Trade Negotiation Meeting was held alongside the expo and focused on economic and trade cooperation between China, Russia and the wider Eurasian region.
Discussion and matchmaking covered industrial outbound investment, cross-border trade, legal compliance and e-commerce. Participants included manufacturers and foreign-trade service providers, and the meeting was structured as a bridge between Chinese suppliers and buyers or partners in Eurasian markets.
Hunan Qianding Electrical was invited as one of the recommended enterprises. Other companies presenting at the same session included Nezha Overseas Legal Services and cross-border e-commerce providers.
The format was company presentations followed by table-based matchmaking, which is why the room was organised around discussion rather than a single stage. Delegates moved between tables, and the conversations were specific: what a company makes, which markets it can serve, and what documentation or certification a buyer in a given country is likely to ask for.
Our presentation at the meeting
General Manager Tan Qin presented the company to the Chinese and international guests in the room, covering its business layout, product strengths and plans for overseas markets.
The product range discussed is the one the company manufactures: silent diesel generator sets, gas generator sets, portable inverter units and mobile lighting towers. These were also on display at the company stand at CIDEE, in Hall 2, stand 2A-3.
The four lines cover different points of the market. Silent diesel sets are the mainstay for standby and medium-duration supply, where noise limits and enclosure quality decide whether a set can be installed close to occupied buildings. Gas sets suit sites where gas is available and running cost over several years matters more than purchase price. Portable inverter units serve light and mobile duty, and mobile lighting towers are used on construction and event sites where the lighting has to move with the work.
For buyers in the Eurasian region the practical question is the same one that decides any generator project: the set has to be specified against site conditions, not chosen from a list. Load profile, ambient temperature, altitude, dust, and the availability of service support all change the answer. A manufacturer that will confirm those parameters in writing is easier to work with than one that quotes a model number and stops there.
What this does and does not mean
For a manufacturer moving into a new region, the first useful thing is usually not a single order but someone on the ground who knows the market. That is what this agreement is intended to provide: a counterparty for market development and project introductions in Russia and the Eurasian region.
It should not be read as more than that. There is no announced value, volume or timetable attached to it. Its value will be measured by the projects the two sides bring to each other over the coming months, not by the signing itself.
Russia and the CIS are established markets for diesel and gas generator sets, with demand from construction, mining, agriculture and standby power. Those are markets where service response and documentation matter as much as the machine, which is where a local counterparty helps.
Buyers in the region tend to ask for the same things, and they are worth naming because they set the standard any supplier has to meet: confirmation of output at the actual site conditions; the electrical standard of the destination country, which in Russia and most of the CIS is 50 Hz at 380/220 V; and a clear position on documentation, spare parts and service response after delivery.
It is also worth noting what this agreement does not change. Pricing, lead times and payment terms for any individual order still follow the normal process: a written specification, a quotation against it, and confirmation before production begins.
